Talks at Copenhagen Democracy Summit 2024
Dr Andrew Dwyer is a Lecturer (Assistant Professor) at Royal Holloway, University of London and is the lead of the UK Offensive Cyber Working Group. For 2024 – 2025, he will also be an Associate Fellow at the Research Institute for Sociotechnical Cyber Security (RISCS), funded by the UK National Cyber Security Centre. Andrew’s expertise across emerging technology, offensive cyber capabilities, and cybersecurity is frequently called upon by governments, think tanks, and research initiatives.
His research sits at the intersection of socio-technical and geopolitical research in cybersecurity, ranging from practices of malware detection, machine learning in international security, to offensive cyber policy. In particular, he has been leading research on the role that democratic principles make in shaping the role of cyber power internationally.
As part of the AI4Democracy initiative led by the Center for the Governance of Change at IE University (Spain) and supported by Microsoft, Andrew is conducting grounded research on ‘Securing Democratic Infrastructures’ examining how AI can enhance electoral and parliamentary systems to be released in October 2024.
Andrew has previously held research roles at Durham University and the University of Bristol and holds a DPhil (PhD) from the University of Oxford, where he was previously a research affiliate at the (former) Centre for Technology and Global Affairs at the University of Oxford as well as being an Assistant Editor at the academic journal Big Data & Society.
